The proposal was presented to the European Parliament\u2019s Committee on Industry, Research and Energy (ITRE) on 18 September by Christian Ehler, a German Christian Democrat in the European People\u2019s Party. It suggests that Europe needs a solid legal basis to protect the freedom of researchers and to prevent further erosion of academic freedom.
