We as editors were losing the academic freedom

My very last issue (on ..) has now come out with BMJ Medical Humanities: I have stepped down from my role as Editor in Chief. There are a lot of factors—after 17 years editing two consecutive journals, it was time. But there’s more, and I feel we should talk about the climate of #academic publishing.

When I began in 2007, editing a medical anthropology #journal for Springer, I had complete control of process. Articles came to me directly, I sent them personally to reviewed, who replied to me, and when accepted I worked one on one with a dedicated copy editor. A lot to juggle, but great QC.

Ours was a top ranked publication with high impact factor; we processed a lot of material—and yes, that was lots of paper shuffling. But we had an associate build a database of reviewers, and we managed just fine. Imagine! You sent a paper to the editor! And she had it copy edited!

In 2010 or so, Springer forced all journals to use a new online system. On one hand, a bit easier on me… the system kept track of where papers were, who was reviewing. I didn’t love it. But I didn’t hate it. Yet. Unfortunately, though, the system made other things invisible. Who ran the thing?

It was kept up by online assistants who worked overseas—largely in India. It looked like we were just using plug and play software, but there were people keeping all that tech going; ghost workers in the #AI. Except I couldn’t just speak to them if something went wrong. And things did go wrong.

And then something worse happened. They took away my copy editor. I had to send things through the new system to be copy edited—and that too happened overseas. There were teams of people editing all genres, with no specificity, and without English as a first language. Citations were a nightmare.
Authors complained and I would reach out to my contact, who had to reach out to their contacts, and so on in three time zones every time something went awry. But that’s not all. I was losing control of the process, unable to see it clearly. Reviewed got mad at the system too. Authors hated it.

I left that journal to take over BMJ Medical Humanities in 2017. The publisher was smaller and I had far more contact—all good things. The online system was, however, a beast. No better. Possibly worse. And yet again all copy edits were handled overseas. I wanted CMA style; it crashed the system
(It had to do with the software in use but also the four levels of people, time zones, and language issues among us). Everything too ages, but ultimately I had the support of a good network of people—including an assistant through BMJ, and my associate editors and colleagues.

But let’s skip ahead— I had begun a big push to diversify our journal. We started Path to Publication, helping those without institutional support. It was a lot of work. For my meager stipend, about 25 hrs a week. But I had support. Then … About 2-3 years ago, things began to change. Was it Covid? Maybe. Hard to say.

There was a reorganization. We lost my immediate report and the assistant. Plan S was putting pressure on everyone to go OA but that would mean costs fell on authors—and it would certainly end all our diversity work. Who could afford to pay the fees, especially from the humanities? We pushed back.

But a new emphasis on profit, and on publishing more and more papers had taken hold. I was questioned about my QC; why wasn’t I accepting more papers, faster? Meanwhile, system problems persisted and authors and reviewers already overtaxed were giving up. We continued to publish edgy DEI work—

One of our most important pieces was about white supremacy culture in medicine. There was blowback; I got a lot of ugly emails. Thankfully, BMJ stood by my decision to publish it. I’m grateful. But the flurry around it should have rolled a warning bell. More changes were on the horizon.

The physician burnout discourse emphasises organisational challenges and personal well-being as primary points of intervention. However, these foci have minimally impacted this worsening public health…

Not long after, I began to get notices from behind the scenes people—those who received articles before I did, through the  online system. They were ‘flagging’ articles they deemed ‘problematic.’ Now, they often had reason… perhaps they hadn’t completed the patient anonymization, or etc. But.

But—*someone else* was determining things before I could read the work. It’s easy to see how this affects decision making—harder for me to read unbiased. And sometimes, the problems weren’t really a failure to complete a step. In another BMJ journal, a paper accepted by the EiC was pulled.

Somewhere behind the scenes, we as editors were losing the academic freedom to evaluate papers for ourselves. It’s not outright. And I’m sure it’s in the name of safety and efficiency. But I’ve watched as one by one, things that used to be the purview of editors have been lost. And it’s everywhere.

I am not here to attack my past publishers; they are part of a giant revolution that stretches from academia to finders private and public. It has been accelerated by Covid and by the political turn from DEI, from diversity and autonomy as good things—to ‘problematic’ things. We are not profitable.

There are many good things that have come from my time as an editor. I enjoyed working with BMJ and still prefer it to many other institutions (and they did fight for me, and for papers I wanted published and authors I wanted protected). But the academic publishing world is not what it was.

I wish all luck and strength to those stepping into editorial shoes. And I can hope things will get better. But with the encroachment of AI, I imagine things will get worse before they get better. And that makes it harder for everyone.

The end of scientific journals?

Nature asks „Will the Gates Foundation’s preprint-centric policy help open access?“ while I am asking if this is already indicating the end of the traditional journal.

The Bill & Melinda Gates Foundation, one of the world’s top biomedical research funders, will from next year require grant holders to make their research publicly available as preprints, which are not peer reviewed. It will also no longer pay article-processing charges (APCs) to publishers in order to secure open access, in which the peer-reviewed version of the paper is free to read.

So many asthma papers under fire

As an avid PubPeer reader, I found a  new  entry  by Elisabeth Bik recently about Andreas Pahl of Heidelberg Pharma who has already one retracted and several more papers under scrutiny.

Unfortunately there are now also many asthma trash papers from paper mills. Another example was identified by @gcabanac, distributed by @deevybee and published at Pubpeer.

In total there are 386 asthma entries at PubPeer. What is  really happening in this field? When I started the field there was just one misconduct case – Ranjit Kumar Chandra. That’s an increase from 1 to 386…

What makes it even more complicated that there is no border anymore to predatory journals if also respected scientists drop their names at predatory journals.  Only recently I received an email addressed to one of my former technical assistants as “professor” inviting her to send a paper…

What is a predatory journal?

Nature reports a new definition for predatory journals

Predatory journals and publishers are entities that prioritize self-interest at the expense of scholarship and are characterized by false or misleading information, deviation from best editorial and publication practices, a lack of transparency, and/or the use of aggressive and indiscriminate solicitation practices.

This definition is much broader than I would have expected.

Smaller scientific societies prioritize of course their self-interest and even middle and top tier journals occasionally provide misleading information.

There is also a lack of transparency whenever an anonymous referee or editor decides on your paper without any explanation (or justification (as happened to me this morning. “Lack of space” is ridiculous in the internet age).

So what is a predatory journal? I can’t put the answer into one sentence without annoying also serious journals.

And there is already some considerable literature on the inner workings of true predatory journals. I would there suggest for for a scoring system, for example

  • publication costs >1000€
  • turn around time <4 weeks
  • less than 3 experienced referees

and many more details as specified in the Nature report sums up to a predatory likelihood.  All journals passing a threshold, should be officially listed as “predatory”.

How to recognize a predatory journal

There is a lot of  information out there, how to recognize a predatory journal (PJ), so there is no need to build an own list here. Just see the warning signs at instr.iastate.libguides.com/predatory/id or the 25 crits at tressacademic.com/identify-predatory-journals. PJs are big problem now, as they already entered Pubmed and even reputed journals can become a PJ over time. As a basic reference I would use the (outdated) Beall’s list and cross check with Thomson Reuters ISI listing. PJs do not behave like a normal journal – see also the 96 things publishers usually do.

Journal of Allergy

Being spammed by a company called Hindawi for many years, I tried to find out a bit more about one of their journals called “Journal of Allergy”. The website http://www.hindawi.com/journals/ja says

Journal of Allergy is a peer-reviewed, open access journal that publishes original research articles, review articles, and clinical studies in all areas of allergy. Journal of Allergy currently has an acceptance rate of 43%. The average time between submission and final decision is 59 days and the average time between acceptance and final publication is 34 days.

According to their own description, they are located in Cairo and employ some 200 to 1,000 employees. Hindawi seems to be the name of one of their founders. In some other web sources they claim  410 Park Avenue, 15th Floor, New York, USA, as their address.  Google Streetview shows at  that address a 11+2 floor building with Chase Manhattan Bank located at the ground floor.
Only 40 or so of the 500+ Hindawi journals have any impact factor associated with.
Declan Butler at Nature already wrote about these kind of journals:

Open-access publishers often collect fees from authors to pay for peer review, editing and website maintenance. Beall asserts that the goal of predatory open-access publishers is to exploit this model by charging the fee without providing all the expected publishing services. These publishers, Beall says, typically display “an intention to deceive authors and readers, and a lack of transparency in their operations and processes”.

At the moment, the Journal of Allergy is not being black listed by Beall (while Hindawi had been in the past). “Journal of Allergy” should not be confused with “The Journal of Allergy”[Jour] that has 1514 PUBMED entries while the “Journal of Allergy”[Jour] has only 157 entries so far. Is this an “intention to deceive authors and readers”?
The most recent issue appears as of “Epub 2014 Apr 6”, the first one as “Epub 2009 Jul 2”, so the company basically publishing 2-3 papers per month.
The Pubmed Analyzer are not very informative here. The whole “Journal of Allergy” has accumulated only 135 citations in the past 5 years (not an impressive figure as I have authored more than a dozen single papers that have received all more citations than the whole journal).
The extreme low citation rate and the missing impact factor may not be taken as an indicator that all papers are of poor quality but raises serious doubts.
The next question therefore is: Does the journal run a state of the art review process? The website list the following 24 scientists on the review board:

Unfortunately this list is not identical to the editor names that are being listed directly on the PDFs ( eg the academic editor RM is not being listed at the web front). The  above editor list includes indeed some well respected scientists but there are also others that show their Hindawi affiliation as their first hit on Google only. As I know 7 of the 24 persons, I decided to email them a short 6 item questionnaire via Surveymonkey.

2 of my 24 emails bounced- some of the members of the editorial board are already retired.
19 did not respond. I believe they will show the same behaviour when being addressed by Hindawi.
1 editor sent me a personal email saying that he will resign from the board. It will be interesting to see when the list of editors will be changed, I already started a change detection.
3 editors answered the mini survey: Editor #1 started in 2010, has been dealing with more than 5 papers, accepted most, is not paid and believes it is a serious journal. Editor #2  started in 2009 with all other responses being identical.  Editor #3 started also in 2009 but accepts only half of the papers.
It doesn’t come unexpected that these 3 motivated editors believe in a regular review process. I fear, however, that most editors either do not work for the journal (anymore) or are not motivated to spend even 3 minutes for the quality control of their work.
Without any transparent review process like that at the BMC journals, we can not judge from the outside if there is any review process. The names of the individual reviewers are unknown, and even contacting the authors would not help as they don’t have an interest to reveal that they get a paper published without any review process.

As a library one could order printed copy ( e.g. 20 articles per year for $395 ) although I could not locate any library in the world that has any subscription to this journal.
As an author I would be charged $800 per PDF. There seems to be no major text editing included in the publication process, what you get for your $800 is a quickly reformatted text, a PUBMED entry and a PDF sitting at a cloud server for an unknown storage time. My estimate for that service is $10.

Declan Butler developed a check list of serious publishers and journals. So we can now use that check list to judge this journal.

Check that the publisher provides full, verifiable contact information, including address, on the journal site. Be cautious of those that provide only web contact forms.

Check that a journal’s editorial board lists recognized experts with full affiliations. Contact some of them and ask about their experience with the journal or publisher.

Read some of the journal’s published articles and assess their quality. Contact past authors to ask about their experience.

Another set of guidelines for fake journals is available at Wikipedia. Complaints that are associated with predatory open-access publishing include

Accepting articles quickly with little or no peer review or quality control, including hoax and nonsensical papers.

Verdict: The journal does not pass the Butler criteria of a scientific journal.

Comment: I do not see any major problem if an open access journal is publishing all manuscripts it receives, leaving the final decision of being good or bad science to a post-publication review process. I see, however, a major problem if any pre-publication review process is being assumed for Pubmed listed papers (and paid for) while being never documented in a transparent way.

Materials and Methods

Usually “materials and methods” section is in the second paragraph; some journals put it also at the end of a paper. As a reviewer I have always insisted that this heading should be extended to “Patients, materials and methods” while in epidemiology we frequently use the term subjects (BTW epidemiologists have a rather militaristic vocabulary: recruited, cohorts :-) ). The anonymous reviewer of a previous paper now pointed out: Use the phrase “participant” throughout and not “subjects” which has reductionist connotations. I promise to use “participants” from now on, yea, yea.
